Should we keep the character here? You could argue this thing had a "Stu Pidface" effect where it goes from smexuals to videos, but I only recall one video where Demented is given a personality, and he had no "powers" to speak of unless using his engineer to build something counts.

I say It's worth it. He doesn't really have any specific powers, but him being completely random could be considered a power itself. Having a random one-off power like a mouth gun, instantly procuring a sword, or changing form could come in handy even if it can't be predicted. I'd also say he does have a personality, becuase although he is highly erratic, a few common behaviors can be extracted. And that's quite similar to a lot of other freaks. He's a funny character, I see no probelm with having Demented Soldier here.
